Participating in the Staatsloterij, Dutch state lottery, is possible through individual tickets (purchased online or in stores) and with a monthly subscription. When participants become subscribers, it is essential that they see added value in it. With this challenge, we are looking for new concepts, additions, or collaborations that can add this value to the Staatsloterij subscription.
Staatsloterij holds 16 draws every year, including monthly draws on the 10th of the month, a New Year's draw, a King's Day draw, and two dream salary draws. A unique selling point of the lottery is that it has the largest prize pool in the Netherlands, with a jackpot starting at 7.5 million euros and can go up to 27.5 million euros. In total, an amount of 450 million euros is distributed tax-free annually among the people who participate.
For each draw, participants can purchase a whole ticket or a fractional ticket. Players can also opt for a "straat" (street) or "straatje" (small street) where they buy 10 whole/fractional tickets with consecutive final digits. Participation is possible with individual tickets (online or in stores) and through a subscription. Group play is an alternative form of participation, but it will be excluded from the scope of this challenge.
Currently, a Staatsloterij subscriber enjoys the following benefits:
- Prizes are automatically credited: Winners no longer need to visit a sales point to claim their prize
- Club Staatsloterij: For each purchased ticket, you earn points that can be used to enter prize draws

About us
Staatsloterij is the largest lottery in the Netherlands with the biggest prizes. Our mission is to contribute to a happy, healthy, and athletic Netherlands. Every day, we make many players happy with cash prizes, and after the prizes have been distributed, we give the remainder to the Dutch society.
Staatsloterij is a brand of Nederlandse Loterij. Our profits are shared with 18 charities, the Ministry of Finance, and NOC*NSF, benefiting organizations such as TeamNL, the Heart Foundation, and KWF. In 2022, Nederlandse Loterij donated a total of 195 million to sports, charities, and society. In this way, we contribute to a happy, healthy, and athletic Netherlands.
What are we looking for?
Our goal is to strengthen the sense of engagement, so that our subscribers feel more connected to the Staatsloterij and want to continue their participation. This can be achieved, for instance, by tapping into one or more of the motivations for participation, such as enhancing the overall experience of participation, or by aligning with our mission for a happy, healthy, and athletic Netherlands.
The primary motivation for participating in Staatsloterij is
- Winning prizes: players participate in the Staatsloterij for the prizes, including the high jackpot, the best odds, and the largest prize pool
- Fulfilling dreams: People play to dream about what they would do if they were to win the jackpot. We refer to this as anticipation-enjoyment
- Reliability: Staatsloterij is a trusted Dutch brand that has existed since 1726
- Entertainment: participation in a lottery is fun and exciting
- Tradition and habit: for many players participating in Staatsloterij has become a tradition
- Supporting charities and sports: participating to support charitable causes and sports
The average Staatsloterij player is a man between 40-65 years old, but almost everyone in the Netherlands occasionally participates, so a solution does not have to exclusively target this demographic
What we are not looking for?
- Actions that lead to short term gains and are not focused on sustainable growth
- Solutions that encourage excessive participation

Requirements for participation
- The solution complies with current regulations
- Complies with our license
- Complies with GDPR (General Data Protection Regulation).
- The solution targets people aged 25 and older
- Capable of starting a pilot project within 3-6 months
Pitch format
- Pitches must be submitted in Dutch or English and can contain a maximum of 6 pages/18 slides
- Pitches can be submitted in the form of a presentation, slide deck, or letter, but must be uploaded as a PDF file (landscape or portrait, A4 size - maximum 30MB)
- Videos, sample websites, etc., can be added as links
The pitch should include the following components:
- Description of the concept:
Provide the most concrete description possible of your concept and how your solution will help address our challenge - Description of the pilot:
Give a brief description of what is needed to create a prototype and/or set up a pilot and what you require from us. Discuss the support needs, necessary access/materials/data, and the financial proposal for the pilot and, if successful, for the long term - Team description:
Provide a brief description of the company and team that will carry out the pilot
